Preparing
for the collapse of civilized society is not something on the top of
most peoples minds. With more pressing matters affecting the world
right now, who wants to worry about the day when Waterworld becomes a
reality? So it's obvious there wouldn't be any politicians
legitimately worried about such a scenario.
Unless
you're talking about Wyoming.

Where
politician's brains are just as empty as their state.
In
February 2012, Rep. David Miller put forward House Bill 85 in the
Wyoming House. While perfectly mundane sounding from the outside, the
bill becomes decidedly more insane when one actually reads the bill.
Among the provisions are funds set aside to set up a statewide draft
and army. Oh, and an aircraft
carrier.

Needed
to protect Wyoming's expansive coastline.
Incredibly, the bill found support in the House, with another representative even commenting on the bills necessity stating “I don’t think there’s anyone in this room today what would come up here and say that this country is in good shape, that the world is stable and in good shape — because that is clearly not the case.”
The bill, minus the aircraft carrier (hopefully because someone pointed out Wyoming's lack of oceans), managed to pass the first house vote. But Wyoming apparently requires a second “Are you really, really sure?” vote, which only speaks volumes about how crazy some of their legislation is.
It promptly failed the second time around.
